The main aim of the Project: to develop antidiscrimination action plans for local policy, state and municipal institutions to combat discrimination of people with disabilities, by employing tools of civil society and participation: monitoring, civil forums, positive examples, consortium-cooperation, open discussions, civil control and publicity events.
The main activities of the project: within the framework of the project a civil consortium (people with disabilities and NGO’s, representatives from municipality and state institutions) will be created. It will serve as the management group and the ideological side of the project, including lobbying body. Five people with disabilities will be educated as lecturers – multipliers; they will continue their work in the field of social audit and public debates in the five regions of the country. Putting to use existing and newly-developed tools the consolidated monitoring will be carried out (positive/negative examples, opportunities for participation, anti-discrimination, openness for the change, social aspects – employee understanding of the needs and disability questions) in five directions: political, informational, strategically activities carried out by institutions, social services and health, education and employment. Consolidated monitoring will be carried out in five municipalities and five state institutions. Afterwards publicity events and public debates (regional and national forums, working groups, presentations to politicians, events with media coverage) will be organized communicating the results of monitoring.
The results will be summarized and antidiscrimination and participation promotion action plans will be developed in three municipalities and two state agencies as positive examples. All information will be summarized and experience dissemination will be organized: typographical, electronically, in CD-format, in 3 seminars – open forum.

Project results:

The achieved outcomes of the project include the following:

  • 2 action plans prepared (for local governments),
  • public partnership established with active participation from NGOs, state and local government representatives,
  • 15 forums organized in various local governments on topical issues regarding handicapped persons and disabilities, as well as 1 forum on the occasion of the UN international Day of Persons with Disabilities,
  • signature collection campaign organized for young people with disabilities with respect to the UN “Convention on the Rights of Persons with Disabilities", web site www.atbalsti.lv set up during the campaign,
  • training was provided to experts involved in the project on various types of disability, human needs and the importance of resolving social problems,
  • publicity measures carried out (project logo designed, annex published in the national press, video story developed, information made available at the internet web site on a regular basis),
  • representatives of the organization took place at the international conference on the implementation mechanisms of the UN convention "On the rights of persons with disabilities" ,
  • project experience summary handbook was developed along with CD (1000 copies).
